cars should also leave a 2 car gap when in dry conditions but that rarely happens?

i was following a car this morning and had to have the wipers on, when i did the count of seconds between us

he passed a barrier and i counted to 4 before i passed it, at 55mph that's a decent gap

yet it was still causing me issues

Is there a recommended way of clearing the snow off by the way? I really don't want to use a household brush like I just saw my dad do with his car! Mine looks like this at the moment:

Nothing wrong with a brush, if the bristles are soft. Just do a layer at a time, then when you get close to the paint use a rubber blade for drying off the car or something?
