Do you know who welded in the Random Tech Cats? I know the PTS/Joe Z doesn't come with cats and is 'intended for off road use only'.

The Random Techs also appear to replace the original pipe in the PTS/Joe Z where the Lamda Sensors were originally positioned, so presumably they have been relocated to where?

As the PPE headers do not have the primary cats of the OEM, does this give problems with the emissions test, or is this yet to be done? I know PPE offer the option of high-flow stainless steel ECT cats, but they'll have to be welded into the Joe Z midpipe in the same place as your Random Techs.

The cats have been welded by JE Import Performance in the States. They are indeed installed where the lambda sensor originally was. It has been relocated further with a 90 degrees bunge. There are picture on page 3 of this thread. For some reason my phone does not want to copy paste the link.
The first emission test in France is on the 4th year so I will have to wait one more year to know the results.
PPE option is indeed similar to what I have,it is a pair of high flow cats to be welded to the exhaust.
