It only seems to be in situations where there's low load, but high RPM. Like if I'm making the car scream along in 2nd at 40mph, or if I'm revving it in neutral.

Do I need to adjust it? It goes so crazy I can feel it through the accelerator pedal like someone is tapping it with a hammer lol.
Since upping my boost from 9 - 13psi, my BOV has started fluttering a lot more.
