Correct. Provided that your car has already got headlight washers.

These are BiXenon projectors, meaning that they provide both low and high beam. With these fitted you don't need the old high beam reflector at all, but if you want even more light you can still use it.

In this video you can see what happens when you switch to high beam, both in the standard halogen headlight and in the modded BiXenon headlight:

Any idea how easy it is to fit those self levelling sensors onto an IS200 and/or how complex the wiring will be?

I just spoke to one of the biggest automotive lights distributors in Sweden. They used to sell auto leveling kits, but don't anymore. The guy told me they are a very easy to install and wire up, but the reason they stopped selling the kits is that they never really got them to work properly. Also, he told me, even if you make it work an HID conversion would still be illegal on most cars, at least in Sweden. Our rules are very strict though.
