Marsdendean I kind of agree with the CO2 argument, but, if you have a Hybrid, its better than owning a GS430, or even an RX300.
No the exemption is absolutely correct - given the speeds in c. london and the amount of time a car is stationary, I would put money on the fact that a hybrid that has it's engine off most of the time and runs on electric the rest would be putting out far less CO2 while in the zone than any other vehicle.
It's a shame that no one realised to raise that with Ken when he devised his ingenious plans.

Fair points there, it's easy to get carried away and ignore those decent folk who do work hard but need their council house to get by. I still maintain that there is no need for them to be in central london, they could quite easily live in zone 4 outwards but I see your point.
