is there a low bridge up ahead where the camera is? is that why they having to do this?

It is not low bridge, a big tunnel is there, and the camera is on it. But bridge on tje other side of the tunnel leads to downtown, and there is forbidden for heavy trucks. So, actually its not so much highway... This is near my town, once a year this is part of a racetrack
and every other weekend its used for illegal racing...
