My understanding is that site admin has the ability to view people's PMs, but moderators can't do so.

whats up mate?think most of us knew that pm's werent private as how else would they find out say a non member was selling stuff through pm's etc?tbh it doesnt bother me who reads my pms as im not up to anything dodgy if you know what i mean...
Fair point on my views I suppose, but it's not an opinion that the site admin has the right/responsibility to check, it's a straight fact. All site content (on any site, not just forums) is subject to the owner permitting it.
You are correct that the government would need a legal order to get access to it, but that's because they aren't the site owner. They have no automatic right to read data not owned by themselves (though they most likely do it anyway :biggrin: )
