It looks like the headlights are 1/4 to 1/2 open?

The sleepy eye effect doesn't pull the rods down fully, leaving a bit of the headlight still exposed, so when you turn the lights on, the headlights go on but the headlight isn't fully up, its 1/4 way up.

Its prob just a few resistors.
