you'd just install something like this:

Then like Toxo says attach the output from a shift light to change a relay over, if you have an aftermarket ECU then that prob would have an output you could use (mine does)

monsween It works by taking the rev counter signal and using that as a reference to switch the LED from Blue to Red.
Not exactly chapter and verse on it, but kinda sounds like toxo & stav's suggestions...

when the the rev counter,speedo and fuel guage went up it turned the needle red,
but that was done by putting micro leds behind the needle in certain places etc.
i would much rather it all turned red like that 1
on my old vectra i had my diald in ice white and my needles where blue.
