I've been to thames water sites before to install solar for reservoir level monitoring, its probably more strict there as they don't want terrorists going in a pouring chemicals in there water supply. But we were required to provide passports, vehicle registrations, sign a book to say we were there and write down exactly what time we would be gone buy.
They will probably be slightly less bothered about sewage, but assuming they let you in I'd expect they would at minimum, have to get someone to supervise you purely for health and safety reasons. Take a high vis vest if you have one, shows you have the right attitude :thumbup:

Also just a quick tip, if you want a plain urban setting would underneath a motorway/railway bridge not be a good place to look?
Only thing you'll require for that is a tripod to keep it steady during the long exposures because under bridges is dark and scary.
