There are TWO types of IS200/300 headlights, halogen and xenon (HID) ones. When the IS200 was launched it had halogen headlights only. The IS300 debuted in Europe in 2001 as a 2002 model and it had xenon (HID) lights as standard. For the same model year the same lights became an optional extra for the IS200, at least the LHD version.
There is no such thing as IS300 headlights, they are exactly the same as the IS200 HID lights.
If you've got an IS200 with halogen headlights you can't fit HID ones without modifying the car. That's because the HID housings are deeper and needs more space behind them.
In 2003 the headlight and rear lights inserts were changed to dark chrome. Lexus started making these in August 2003 and I suppose they were applied to the 2004 model IS.
Also, the HID headlights were an optional extra until the end of the IS200 production. In 2005 you could still order an IS200 with cloth seats and halogen headlights. Most of the 2004 and 2005 IS200s were fitted with full leather seats and HID headlights though.
