toxo I don't know the layout of your engine bay but from your description I'd presume it's the expansion tank. Where the coolant goes when the radiator cap opens.

Jim I have had the same problem with both my is200s. But I found if you undo the top hose as you fill it up, then slip it back on when you get coolent coming out, then squeeze the lower pipe while filling the last bit, helps clear the air leaks.
But I can imagine having the engine running will help too, just don,my let it get too hot!
I have found in both my is200s that they have run with low coolent in, without any issues! Be worth sorting now it's a bit warmer though!
toxo Expansion tank should definitely have coolant in it! It should have low and high marks on it (or hot and cold) to indicate what level the coolant should be at.
