When you said the body shop is suggesting you "leave them out", what are you/they referring to ? Taking out the washers/actuators etc ?

Russell, I wonder if the mesh in your bumper is different somehow, did you get one of those bumpers without the mesh then get the mesh separately ?
Lee I was always under the impression that the holes were marked on the inside for easy cutting. Also you will need them if you have HID's fitted.The legal requirement for headlamp washers with HIDs is for factory-fitted HIDs. For aftermarket HIDs, the law isn't entirely clear, and it's certainly not an MoT issue.
