Annoying that they were fairly apathetic and also happy to accept that was the norm. Good though that it seems the dealer you got it from is being quite accommodating, hope they sort it out for you.
As much as it's annoying, I think they will probably argue that the difference is 'within tolerance' or whatever the equivalent phrase is for paintwork.
I agree with what Chris0121 said, in that it's nothing to do with the material, as the primer will cover up whatever was underneath anyway. But the bumpers are pre-sprayed months in advance and turn up in huge containers on racks. Whereas the car body will be sprayed on site during the assembly process, then have whichever bumper is at the front of the rack fitted, which although it will be the same colour code, the batch of paint it came from will be different.
You just got unlucky in that the two batches of paint you ended up with were a bit more contrasting than normal.
It's not a problem the even 'high end' manufacturers like Lexus can avoid, when I phoned up my paint guy to get my TTE bumper sprayed, I said I wanted it painted in Toyota Astral Black, and his response was "which one?" Apparently, depending on the period of time the car was produced, 'Astral Black' actually had 3 main batches. Each once having slightly higher amounts of blue, red or yellow respectively. Sounds absurd but it's true, and he said that if he painted it in the 'wrong black' it would be noticeable under close inspection.
Same with the Yellow MR2 I had, 2 colour names - 1 colour code and you guessed it 2 slightly different colours.
