I'm an administrator and I have all the required permissions so what am I missing?

I'm sure I'm doing something wrong but when I try to move a folder I can't type anything in the bar on the location tab, and I don't have the 3 buttons underneath the address bar like in Sprinter's screenshot.

Never mind, didn't realise you needed to be in safe mode to move the Public folders. All sorted now
