Boiler problems, any advice much appreciated !

The problem has been ongoing since last winter and since winter is coming rather get it repaired soon.
When you start it up either central heating or turn hot water on, the boiler tries to fire up, but fails, but then tries again, then fails and repeats until is succesfully fires up and then works perfectly.
Sometimes this can go on atleast 10 times, specially when the boiler is very cold.
Any ideas? I've already had the diverter valve replaced last year, but now thinking is it worth it, or just go for a replacement?
Any ones advise or pointers would be good...
