looks like Outlook does not use Windows settings as my portfolio opens straight into Photshop, and outlook attachments open into the 2 previously mentioned programs, which is a PITA....
This is frustrating!!

There isn't even an option in the "attachments handling" tabs?
As far as I know Outlook inherits the options from Windows as others have suggested. Just tested it out on my machine (outlook 2007 on win xp) and it seems to hold true.
JPEGs were originally set to open with windows viewer, and from outlook did the same. Picked a random file on my machine, right clicked and changed the default "open with" to photoshop, and now if I open a JPEG from outlook it opens into photoshop. Then changed it back and it went back to how it was.
I'm a bit confused as to how you're getting different responses depending on where you open the file from - are they both the same type of image file that you were testing with?
hmmm attachments sent via e-mail to my machine used to open in preview pain with PShop, not only in paint and Infranview.
They also only open into paint an infranview.
