if you have washers and or wipers i think they accept that as a pass.
i know alot of testers have stopped the euro boys and girls near me as they dont have either fitted so fail them instantly

Basicly I read it as if they're fitted they have to work. If not fitted they can't be tested, although technically illegal, that's how I see it, I'd pass it
Taken straight from the manual - Vehicles equipped with High Intensity Discharge (HID) or LED dipped beam headlamps may be fitted with headlamp washers and a suspension or headlamp self levelling system. Where such systems are fitted, they must work; however, it is accepted that it may not be possible to readily determine the functioning of self levelling systems. In such cases, the benefit of the doubt must be given.
Basicly I read it as if they're fitted they have to work. If not fitted they can't be tested, although technically illegal, that's how I see it, I'd pass it
